A SCGA/USGA Handicap Index must be earned. No player has an inherent right to a SCGA Handicap Index without providing full evidence of his/her ability to the Handicap Committee at his/her golf club. A SCGA Handicap Index shall normally be changed only as warranted by the SCGA/USGA Handicap System. There shall be no automatic increases at the beginning of a playing season or year. SCGA Handicap Indexes are continuous from one playing season or year to the next.
The Handicap Committee has the ability to change, freeze or withdraw a player's Handicap Index.
The Handicap Committee has the responsibility of assuring that a player's SCGA Handicap Index reflects his/her ability. Before taking action, the Committee must give the player and opportunity to explain the circumstances surrounding adjustments, either in writing or by appearing before the Committee.
Under the following circumstances it will be necessary for the Handicap Committee to make adjustments to the player's SCGA Handicap Index. Reasons may include improving faster than the system can react, numerous away scores change the Handicap Index, temporary disability, failure to post and player manipulates round. A Handicap Index should be adjusted up or down if the player does not turn in all scores or otherwise does not observe the spirit of the SCGA/USGA Handicap System. - Updated: August 11, 2005
